You do your best in your workplace and your family every day. We have gone into these negotiations to reach a central agreement that recognizes and supports it – and we have achieved results. This initiative was the result of collective bargaining. In 2001, as part of the reclamation of collective agreements signed this year, PSAC and TBS agreed to implement a common learning program for PSAC members at headquarters and their interconnection line managers. In subsequent collective agreements in 2004, 2008 and 2011, the commitment to the JLP was renewed. For the current duration of the JLP, more than $8 million has been spent on jointly designed and implemented learning activities. The pilot project was the first time that a bargaining partner and the employer agreed, in contract negotiations, to jointly conduct apprenticeship activities to improve the relationship between employment services and the public service. Bargaining Partners: Federal Government Dockyard Trades and Labour Council (Esquimalt) (West) (FGDTLC (W)) Collective Agreement Expiry Date: January 30, 2023 Dispute Settlement Mechanism: Arbitration At the same time, The government has reached a preliminary agreement with the PSAC to compensate employees for damage to the Phoenix compensation system and the late implementation of the 2014 collective agreements. If this compensation agreement is approved, this compensation agreement will apply to the 140,000 PSAC members paid by the Phoenix payment system. Like the Phoenix compensation agreement, jointly developed by the federal government and other negotiators in 2019, the agreement includes measures to help those who have had unreought financial costs and capital income and who have experienced personal and financial difficulties. The agreement also includes general compensation for current and former PSAC employees.

The Government remains committed to entering into collective agreements with all outstanding bargaining units for this round of negotiations, including those represented by the PSAC. The three-year interim agreement applies to nearly 84,000 federal public servants represented and not represented in the Programs and Administrative Services (PA) group. The interim agreement would increase the economy and the group overall by 6.64 per cent over three years until July 2021, the smallest increase recorded last year, in line with the current economic environment. New provisions on care leave, extending parental leave and up to 10 days of domestic violence leave are also included in the interim agreement. The AV, NR, RE, SH, SP, NRC (LS, IR, RO-RCO, TR), CRA (AFS), OSFI, CNSC (NUREG), NEB and NFB groups negotiated and ratified new collective agreements. Some groups continue their important work at the negotiating table. We stand in solidarity for a fair deal for every PIPSC member. A strategic partnership is an agreement between the JLP, a division or agency, a PSAC member or local or another negotiating partner to provide a number of workshops over a period of time. The agreement is drafted in a Memorandum of Understanding (MOU) that outlines the responsibilities of each party.
